When there is little money for advertising, the main mistake is trying to be everywhere a little: no channel gets enough frequency, and a month later it seems that advertising does not work. The approach for a small business fits into one line: one goal → two or three channels → tests every week. Start with a goal for the coming month — to get known, to get enquiries or to grow sales. Without it, the question “where should we advertise?” has no answer.
The matrix: what each channel can do
Scores: 5 — the channel is at its strongest for the task, 1 — weak. Entry threshold — how much you need to invest to get a measurable result.
| Channel | Reach | Enquiries | Sales | Repeat purchases | Entry threshold | Why use it |
|---|---|---|---|---|---|---|
| Short videos (Reels, Shorts) | 5 | 3 | 2 | 2 | Medium | Build reach quickly and test ideas |
| Google Ads search | 2 | 5 | 5 | 1 | Medium | Capture existing demand |
| Social media ads for leads and traffic | 3 | 4 | 3 | 2 | Medium | A flow of enquiries with a good landing page |
| Remarketing | 1 | 4 | 4 | 3 | Low | Win over those who have already shown interest |
| SEO and articles in RU/TG | 3 | 3 | 3 | 4 | Team time | Long-term free traffic |
| Email, SMS, CRM | 1 | 3 | 4 | 5 | Low | Retaining and winning back customers |
| Local radio | 4 | 2 | 2 | 1 | Above average | Frequency and awareness for a simple offer |
| A small outdoor site programme | 4 | 2 | 2 | 1 | High | Establish yourself in your district, QR or promo code |
| Micro-bloggers and partners | 3 | 3 | 3 | 2 | Low to medium | Access to niche communities, barter |
Pick the channels that score highly for your goal and have an affordable entry threshold. Remarketing and CRM are almost always worth adding as inexpensive amplifiers.
Three monthly allocation schemes
Goal: to get known
- Half the budget — short videos: two or three clips for several audiences.
- About a third — radio or a few billboards, depending on which is more accessible.
- The rest — remarketing to those who watched the video to the end or visited the website.
Make sure your core audience sees the ad at least twice.
Goal: enquiries for services
- Most of it — search, with separate campaigns for branded and generic queries.
- Roughly a quarter — social media with lead forms or a click-through to a quiz.
- A small share — remarketing with carousels and video.
The main benchmark is a cost per enquiry no higher than the level at which the deal remains profitable.
Goal: sales in retail or an online shop
- The largest share — catalogue and product collection ads.
- A sizeable portion — short videos with a “get it today” offer.
- Remarketing and coupons for repeat purchases.
- A small budget for email, SMS or messenger campaigns.
Watch the add-to-basket rate, cost per purchase (CPA = spend / number of purchases) and repeat orders.
The priority formula
Priority = (Impact × Fit × Evidence) / (Cost × Time)
- Impact — the channel’s score for your goal from the matrix, from 1 to 5.
- Fit — how closely the channel’s audience matches your customers, 1–5.
- Evidence — whether there is proof that the channel works in your niche, 1–5.
- Cost — entry threshold, 1–5: the more expensive, the higher the number.
- Time — how quickly the first results will appear, 1–5: the longer, the higher the number.
Keep the three channels with the highest score and hold the rest in reserve. A hypothetical example for a service company in Dushanbe with the goal “enquiries”: search (5 × 4 × 4) / (3 × 1) ≈ 26.7, video (3 × 4 × 3) / (2 × 1) = 18 — we start with search. With the goal “reach” the picture changes: video (5 × 4 × 3) / (2 × 1) = 30, search (2 × 4 × 4) / (3 × 1) ≈ 10.7.
Mistakes that waste the budget
- Splitting the money equally between all channels without any calculation.
- Too few touchpoints: a person sees the ad once and forgets it.
- Sending traffic to the home page instead of a page with a specific offer and a form.
- Dropping remarketing — the cheapest source of enquiries.
- Judging by clicks without taking enquiries and real sales into account.
- Too many creatives for a small budget: none of them gathers enough data.
- Campaigns that nobody touches for months.
Checklist for the first two weeks
- One main goal: reach, enquiries or sales.
- Two or three channels for it, plus remarketing.
- Three creatives: two main ones and one experimental.
- A landing page with the price, terms and contact via a messenger.
- UTM tags, GA4 events, call and chat tracking.
- Threshold values for CTR, CVR, CPL and CPA agreed in advance.
- A weekly test of one variable.
- Shifting money towards the best-performing combinations based on the week’s results.
